County seeks stormwater management consultant

Thurston County is collecting proposals for a comprehensive stormwater program study for its storm and surface water utility.

Thurston’s senior water resources engineer, Nate Ensley, told the County Board of Commissioners meeting yesterday, August 23, that the study will also help the county set targets, determine levels of appropriate services and to provide a gap analysis.

The selected proposal will serve as the county’s guide for the next five years for its stormwater management program.

Ensley said the person or company chosen for the proposal would get an estimated budget between $350,000 and $425,000. Here are the minimum qualifications for the award:

  • They have been in business for at least five years. The appointed project manager must be a permanent full-time employee of the proposing company and have at least ten years of experience with the proposing company or another company/employer, in the management and provision of services similar to those requested in this solicitation.
  • Be licensed, insured, staffed and equipped to perform the work relevant to the project.
  • Have extensive experience developing and preparing stormwater master plans for agencies similar in size and service line to Thurston County.
  • Have expertise in working with local Washington State government and expertise in Washington State laws and statutes.
  • Be able to demonstrate proven methodologies for the collection and analysis of data and operations relevant to the project.
  • Ability to write a thorough report within a reasonable time and schedule with full project completion within 18 months of contract completion.

Thurston County has announced that it reserves the right to reject any proposal and to rescind the solicitation. He also has the right to waive any formality or irregularity in the procedure.
